if you mean a hermaphrodite who has both parts, no they can’t because usually the male part does not work and is just there. hence why during removal surgery they usually just cut the guy part off because as my health teacher (who has a hermaphrodite sister at that…) put it "it’s a hell of a lot easier to cut off a penis than it is to get rid of a vagina…)
